Which? Limited Board

The Which? Limited Board is responsible for overseeing and setting the strategy for our commercial activities

The Board works closely with Council to ensure all of our work helps to further Which?'s mission to make individuals as powerful as the organisations they have to deal with in their daily lives. You can read more about the current members of the Which? Limited Board below.

Anabel Hoult, CEO

Anabel Hoult joined Which? as chief executive in October 2018, with experience spanning a range of sectors including retail, charity, consumer services and fintech. Prior to working at Which? Anabel spent more than 12 years working within the commercial sector, most notably as managing director of services at Carphone Warehouse. She was previously chief operating officer of Save the Children, where she delivered improved strategic focus, operational performance and financial growth. Anabel chairs the Board of International Consumer Research and Testing (ICRT), a global consortium of consumer organisations that collaborate on research and testing of consumer products and services. Anabel is also a trustee of Onside Youth Zones, a national youth charity that believes all young people should have the opportunity to discover their passion and purpose.

Harry Gaskell, Chair

Harry is a retired partner of EY and until recently was a senior advisor within EY’s UK Sustainability team. His earlier EY roles have included heading their UK&I Earth team, innovation officer responsible for ensuring the use of digital technologies to support clients' transformations and launch innovative new services, and before that managing partner of their UK&I consulting business.  Harry is also a senior non-executive director of the Chartered Institute for Public Financial Accountancy, and an adjunct professor at Hult EF Business School. He has worked for Capgemini, Anderson Consulting, NETG Applied Learning and Sema Group, and has over 30 years’ consulting experience helping organisations make major changes involving strategy, process, people and IT. Harry was previously a member of the Court of Governors of the University of Arts, and a trustee of the STEM Skills Trust and chair of the Employers Network for Equality and Inclusion. He joined the Council in December 2019 and was appointed a director of the Which? Limited board in January 2021.

Ken Danquah

Ken Danquah is chief financial officer at Mercury Studios, a TV and film company who develop, produce, globally distribute and invest in innovative, music-rooted content. Prior to Mercury, he was senior finance director at WeWork International and his earlier roles include vice president, Financial Planning and Analysis at NBC Universal. Ken is a qualified chartered accountant (FCA) and his career so far has had a particular emphasis on international growth, large-scale business turnaround and fast growth environments. Ken was appointed to the Which? Limited Board in April 2022.

Ian Hudson

Ian Hudson is executive director and managing director Consumer Publishing at Bloomsbury Publishing plc. Before joining Bloomsbury he was chief executive of publisher Dorling Kindersley and previously chief executive of Penguin Random House International. For 12 years Ian was a member of the Supervisory Board of international media group Bertelsmann and he is a former president of the UK Publishers Association. Ian trained to become a qualified accountant (FCMA) at British Rail before moving into publishing and media where, over 25 years, he has held a range of leadership roles with particular focus on content development, international markets, digital transformation and business turnarounds. Ian was appointed to the Which? Limited Board in November 2015 and is Chair of the Group Audit and Risk Committee.

Jon Moore

Over a 20-year career, Jon has built and scaled high growth product teams across multiple different consumer verticals, including communications (Skype, MSFT), media (Guardian, BBC) and high marketplaces. Jon was most recently Chief Product Officer at Trainline, helping to guide the business to one of London’s most valuable flotations of 2019. He has since been appointed a member of Silicon Valley Product Group, as their European-based partner. Jon was appointed to the Which? Limited Board in February 2020.

Cindy Rampersaud

Cindy is a non-executive director at Sage Homes and at Hipgnosis Songs Fund, a board member and chair of the Audit & Risk Committee at The London Film School, and a member of the Advisory Board and chair of Audit and Risk at the UK Health Security Agency. She was recently appointed a visiting professor at the University of Suffolk (Business Strategy), and was previously interim managing director of Education and Learning at Capita. A qualified chartered accountant, throughout her career Cindy has held a number of senior finance roles with companies across the entertainment media sector, including Virgin, Warner Brothers and EMI, and held roles in further education establishments and the Department for Education. Her charitable roles have included being a trustee at Victim Support, The Children’s Society and most recently Speakers Trust. Cindy is a trustee on the Which? Council of Trustees and was appointed to the Which? Limited board in March 2024.

Christina Scott

Christina is currently working as chief operating officer and advisor at Blue Door Fertility, a technology start-up aimed at revolutionising fertility treatment backed by the UK’s leading private fertility clinic ARGC Limited.  She was previously chief product and technology officer at OVO Energy, responsible for the product, data and technology teams.  Prior to that Christina has held various executive and senior roles at News UK and News Corp, Financial Times, Pearson and the BBC, as well as time as an Accenture consultant earlier in her career.  Her degree was in mechanical engineering and her very first job was as a graduate engineer at Esso.  Christina specialises in digital transformation and building high performing teams to deliver business success and excellent customer experiences. She firmly believes the key to delivering outstanding outcomes comes from people, not software. Having already won numerous technology awards throughout her career Christina now judges a number of awards and is involved in a variety of diversity initiatives. Christina was appointed to the Which? Limited Board in September 2024.

Emma Scott

Emma has been the chief executive officer of major UK consumer brands, most recently Beano Studios and previously Freesat, owned by ITV and the BBC. She has driven the innovation and expansion of broadcasting and publishing businesses throughout her career, leading the transformation of the heritage Beano comic into a global, digital-first media business and franchise. Emma built, launched and scaled the UK’s digital TV platforms, Freeview and Freesat, allowing the UK to complete digital switchover whilst delivering consumer choice. She is the chair of World Book Day and was previously the vice chair of Ovarian Cancer Action and The Royal Television Society. Emma is the founder of strategic consultancy, Cultivation Partners, which works with organisations including the V&A and the Barbican to transform brand, content and commercial strategies for digital-first audiences, and an accredited executive coach with The Sixty. Emma began her career as a parliamentary researcher in the House of Commons, she joined the BBC as a strategist and rose to become chief of staff to the BBC director-general.  Emma was appointed a director of the Which? Ltd Board in September 2024.
