If you are registering for the first time in Mississippi, you are registering by mail, and you DO NOT have a Mississippi driver’s license or social security number, you must send a copy of a current and valid photo ID or a copy of a current utility bill, bank statement, government check, paycheck or other government document that shows your name and address. All Mississippians are required to show a photo ID when voting at the polls or voting in person by absentee ballot. Eligible voters casting an absentee ballot by mail do not have to show a photo ID. Overseas and uniformed military voting by absentee ballot by mail, email, or fax do not have to show a photo ID.

Mississippi voter registration rules
To register in Mississippi you must:
- Be a citizen of the United States;
- Have lived in Mississippi and in your county (and city, if applicable) 30 days before Election Day;
- Be 18 years old by the time of the general election in which you want to vote;
- Have not been convicted of voter fraud or any other disenfranchising crime (or, if you have been convicted, you must have had your rights restored);
- Not have been declared mentally incompetent by a court.
