Modify Joomla 2.5 template based on Photoshop Image (PSD)

Hello, We are a web development company and we need to change a Joomla 2.5 template ([login to view URL]) based on a PSD file we were given by the client. I've attached a jpg image of what we need so you can have a look at as reference and we can provide more detailed information if needed. The most important requirements are 1. The post-it item we marked on the jpg file as no. 1, needs to be a module position and it has to be rotated the way it appears on the image. 2. Usage of flash objects must be avoided. Instead of modifying the current template you can also create the template from scratch if you wish to, however it will have to retain most of the functionality the current template provides. We will provide access to a test server with the current template installed on a Joomla 2.5 environment. We need someone who is experienced in Joomla 2.5 templates creation. Please keep in mind that no other final result but the same as the PSD image will be accepted.
