Develop WooCommerce Plugin for Automated Quote Matching System

We want to develop a **custom WordPress plugin** to support an automated quote matching system for multiple WooCommerce-based websites. The system will allow customers across several websites (Client Site1, Client Site2, Client Site3, etc.) to submit inquiries, consolidate these inquiries on a central supplier website (Supplier Site), and facilitate supplier quotes with automatic markup. The system shall consider **stability** for if there are 5**00 inquiries** and **1500 quotes daily**.
Additionally, the plugin will allow admin to configure which **custom fields** to be transmitted from Website A to Supplier Site for the quote, for example, customs field about business model: "Dropshipping" or "Bulk Import" would be transmitted to Supplier Site but client name, email etc. won’t be transmitted. Each inquiry shall be able to accommodate **multiple quotes** (so that suppliers will compete to each other).
Most quotation structure/plugs allow the customer to submit a paragraph and upload attachments for the quotation, and the quotes are also messages or an order. **We want to make the system more “automated” for the clients to upload certain compulsory custom fields, like reference url, target prices, target markets, etc. and then the quotes will also be more standardized too.**
### Key Features:
1. **Customer Inquiry Submission (Client Site1, 2, 3, etc.):**
- Gravity Forms or Google Forms will be used on customer websites to collect inquiry data.
- Inquiries will be stored in both WordPress (WooCommerce) and Google Sheets for record-keeping.
- The system must scale to manage 100+ inquiries daily.
2. **Supplier Portal (**Supplier Site**):**
- All inquiries from Client Site1, 2, 3, etc., will be consolidated on a central supplier portal (Supplier Site).
- Suppliers will be able to see specific **custom fields** (e.g., business model) while other customer data remains hidden to suppliers (even if they are transmitted to Supplier site, they can be viewed by Admin only).
- Suppliers can submit **multiple quotes** for each inquiry, with the quotes managed and stored for customer review. Suppliers can see his quotes.
3. **Automatic Markup Calculation:**
- The system will automatically apply a configurable markup (to be configured by the admin, such as simple percentage or flat fee, or a formula) to supplier quotes.
- The final quote, after markup, will be presented to the customer on their respective website. Corresponding customers will see the quotes from his “My Account” panel and get notification as well.
4. **Custom Field Management:**
- Handle sensitive customer data by exposing only selected **custom fields** to suppliers.
- Allow certain fields to be shown or hidden based on the context (e.g., customer business model visible to suppliers, but contact details hidden).
5. **Data Synchronization & Backup:**
- All inquiry and quote data will be synchronized across WordPress websites and backed up in Google Sheets.
- A seamless workflow will be established to ensure data privacy and consistent synchronization across multiple sites.
6. **Notifications:**
- Suppliers will be notified about new inquiries via email or dashboard alerts.
- Customers will receive notifications when quotes are submitted and available for review.
7. **System Stability & Scalability:**
- The plugin must be optimized to handle at least **100 inquiries** and **300 supplier quotes daily** without performance degradation.
- Implement database optimization, caching, and asynchronous processes (e.g. WP Cron jobs) to ensure reliability under heavy load.
8. **Workflow Automation:**
- Streamline data transfers between customer websites, supplier portals, and Google Sheets. Automation tools like Zappier, Make can also be considered.
