Objective C Class for WKWebView and JavaScript

I'm stuck developing with the 'new' WKWebView framework, and I'm prepared to pay to get unstuck. If you bid for this project (which hopefully won't take too long for an ObjC developer familiar with WKWebView for the Mac - I can't imagine that it's more than 50 lines of code) then I will provide my experiments so far (private GitHub).
The problem is to develop view which has buttons which fade in and out of view when the mouse hovers over them (current experiment state is that the buttons are permanent - but that isn't the problem). Clicking the button will cause the view to scroll left, right, up or down by one whole page - no more, no less. Think eBook reader for the model of how it should work. This functionality works correctly.
My problem is that I also want to support gestures - swipe actions on a mouse, trackpad - and, one day perhaps, screen. This doesn't work since the gesture wants to decelerate - so, whilst I can trap the gesture and increment or decrement the scroll by one page, the deceleration feature takes it past my required stopping point. This is what I want help with.
Constraints - this must compile on the Mac, and I won't accept any deprecations. If I wanted deprecated code I could write it myself using the older, more complete, libraries that Apple no longer supports.
All code will be owned by me, though you will receive a credit, and I will probably make it freely available on GitHub once I am completely happy with it and I have finished my work on it. Any of my code that you see is copyright to me and must not be shared - it is unfinished, and I'm not prepared to share it until it is in a satisfactory state. Unless you are prepared to work pro-bono on this, I will be pay for the full rights and copyright to any code that you provide.
