Price Controls
The Utility Regulator sets a ‘price control’ as the NI Gas Network is a monopoly.
A price control reviews the following:
- Capital expenditure
- Operating expenditure
- Rate of return
- Volumes of gas
- Incentive mechanisms to grow the Network

Phoenix Natural Gas Ltd price control 2012-13
The Utility Regulator published its price control determination for Phoenix Natural Gas Ltd (PNGL), the owner and operator of the gas distribution network in Greater Belfast and Larne.
We subsequently referred the Phoenix Natural Gas price control to the Competition Commission 29 March 2012.
The UR has published the Competition Commissions final decision and the consultation of the new draft licence modification.
On the 11th July 2013, The Utility Regulator published a notice of modification to PNGL's licence.
SSE Airtricity Gas Supply (NI) Ltd (previously Phoenix Supply Ltd) price control
The Phoenix Supply Ltd price control was published on 22 November 2011 .
In June 2012, SSE Airtricity Gas Supply (Northern Ireland) Ltd agreed to purchase the entire issued share capital of Phoenix Supply Ltd (Phoenix Supply). Phoenix Supply was subsequently renamed SSE Airtricity Gas Supply (NI) Ltd.
Firmus energy (Supply) Ltd price control
The first supply price control for firmus energy took effect from 1 April 2015. The price control determination was published on 15 December 2014.
BGE price control
A consultation paper on initial proposals for the BGE(NI) price control on operating expenditure was published on 19 April 2012.
The final price control determination was made in October 2012.
