Futurist animation to still image

Hi
We have a still png. image of a futurist type communication scene. We have put together a MPEG video presentation, and I would like to have the png. background slightly animated to give the impression of communication movement, technology at work. This only needs to be 3-4 seconds only. That's one part. We then need to have block capital words fade in for several scenes, I think 8 in total. For instance
SCENARIO 1 - SAFETY
SCENARIO 2 - ENERGY / COST SAVING
SCENARIO 3 - CONVENIENCES / SAFETY
So to be clear one animation background that we will use in between each part of our existing video (not part of the project), as the animated slide between sections of the video presentation to introduce the next section.
This needs to be created / provided as a MPEG.
Please ask if unsure. Just want to liven this up a little nothing too drastic, rather than the introductions to each section just an image. A bit boring.
