Raspberry Pi Live Audio/Video Webcam Feed Server

I am seeking someone to develop a simple Raspberry Pi video/audio server application. Basically I want to be able to access audio/video feed from a USB webcam by typing in "iddress:port/stream". I want to embed the feed into my website.
The reqs are the following:
1. Application shall run on Raspberry Pi Zero W2 or higher
2. Application shall be installed and configured by running a single bash script
3. Application shall be self-contained and not depend on internet content or calls
4. Application shall be accompanied by a configuration text file that can be modified by the user
5. Application configuration file shall have the following settings at a minimum: port number, stream url, image width and height, framerate, logfile name
6. Application configuration file shall have the following default values: port number (8080), stream url(ip:8080/stream), image width and height(640x480), framerate (30), logfile name ([login to view URL])
7. Application shall serve video and audio stream accessible through a browser
8. Application shell serve stream with audio and video synced up
9. Application shell use USB Webcam for audio/video input (there will only be one camera connected to the system)
10. Application shell serve pure camera video with no overlay or other elements
11. Stream latency shall be less than 150ms
12. Application shall run automatically at system bootup with no user interaction
13. Application shall restart automatically if streaming is interrupted or not functioning
14. Application shall log basic configuration information, camera source and any errors or functionality issues
