Board of the Executive Directors
The Board of Executive Directors, appointed by decrees issued from the Executive Council of the Emirate of Dubai, is the supreme authority and driving force that oversees the implementation of RTA’s tasks and responsibilities. The board consists of 11 Executive Directors of agencies and sectors. Under the leadership of the Director General and Chairman HE Mattar Al Tayer, the board oversees RTA’s planning, financial and technical affairs, adopting strategies and public policies aimed at providing the necessary support to the executive body of RTA, and taking the appropriate decisions and actions to achieve RTA’s goals, vision and message.
HE Mattar Al Tayer
Commissioner General for Infrastructure, Urban Planning and Well-Being Pillar - Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority – Dubai
His Excellency Mattar Al Tayer is the Commissioner General for Infrastructure, Urban Planning and Well-Being Pillar and the Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA). He holds a Bachelor’s degree in Civil Engineering from the University of Wisconsin, USA, 1983 and was awarded an Honorary Fellowship by the British Institution of Civil Engineers (UK) in 2010.
Abdul Muhsen Ibrahim Kalbat

Abdul Muhsen Ibrahim Kalbat has a wealth of more than 28 years of senior leadership experience in the public sector. He has been an essential and prominent Member of RTA’s Board of Directors from inception in 2005.
Mohammed Obaid AL Mulla

Muhammad Obaid Al Mulla, is a Member of the Board of Directors of Roads and Transport Authority. He holds a Master’s degree in Public Administration from the University of Southern California, USA in 1985 and a Bachelor's degree in Public Administration and Geopolitics from the UAE University, Al Ain in 1982.
Ahmed Bahrozyan

Ahmed Bahrozyan is the Chief Executive Officer of The Public Transport Agency, which is responsible for offering the needs of public transport in the city (Public buses, Taxies, School Buses, Limousine, Labor Transport Buses…)
Abdulla Yousef Al Ali
CEO of Corporate Administrative Support Services Sector
Mr. Abdulla Yousef Al Ali, is the CEO of Corporate Administrative Support Services Sector. He is currently a Member of RTA’s Board of Executive Directors and Chairman of the board of directors of the society of engineers, in addition to various societies & committees in Dubai. Prior to his current appointment, he served as the CEO of Licensing Agency, CEO of Public Transport Agency, CEO of Rail Agency, performed director roles in RTA departments such as Buildings & Facilities Department, Commercial Investment Department, Franchising and Enforcement Department, Public Buses Department & Roads & Facilities Maintenance Department since 2006.
Mohammed Al-Mudharreb
Chief Executive Officer of Corporate Technology Support Services Sector
Mohammed Al Mudharreb is the CEO of RTA’s Corporate Technology Support Services Sector. As a Technology leader, Al-Mudharreb is responsible for the digital transformation of RTA and utilizing the 4th industrial revolution technologies such as artificial intelligence, robotics, and big data.
Hussain Mohammed Al Banna
Chief Executive Officer of Traffic and Roads Agency
Having over 20 years of projects management experience, Al Banna is a specialist in developing urban and strategic plans, including regulations, legislations, and projects designed to minimise traffic congestion and accidents.
Ahmed Mahboob
Chief Executive Officer of the Licensing Agency
Ahmed Mahboob is the CEO of Licensing Agency at RTA, which is the agency responsible for developing and regulating of drivers licensing and vehicle registration services in Dubai. The Agency looks into all matters of developing of policies, legislation and technical standards that ensure vehicle safety testing and training & qualifying safer drivers as well as monitoring and enforcing such policies and legislation in order to increase road safety.
Muna Al Osaimi

Muna Al Osaimi is a distinguished leader with expertise in strategic planning, specializing in transportation and urban development. She holds a bachelor degree in architecture from the United Arab Emirates University and an Executive Master in Big Data and Business Analytics from ESCP (École Supérieure de Commerce de Paris) French Business School. Her strategic initiatives benefit from her unique combination of architectural insight and analytical acumen.
