The Capital Improvement Plan (CIP) is a five year plan updated annually, addressing the infrastructure needs for the City of Pasadena. Each year the plan is revised in order to add any new projects, adjust current projects based on changes in priorities or unexpected constraints, as well as extend it an additional year.
