“On Wednesday, July 10, 2024, the City of Pasadena submitted a Catastrophe Notice to the Office of the Attorney General.  A Catastrophe Notice allows city departments that are dealing with a natural disaster, such as Hurricane Beryl, to suspend public information requests, so they can focus their attention on providing assistance to residents where the need may be greater during this time.  Several governmental entities have used this procedure during a response to similar catastrophes.  We thank you for your continued patience and cooperation during this time.”


The Records Division is under the command of Lieutenant Mike Welch. Schone Sotelo, Custodian of Records, directly supervises the efforts of eighteen civilians assigned to this division, which operates 24 hours a day, seven days a week.

Public Information Requests


PLEASE NOTE: Pursuant to Section 552.234 of the Texas Government Code, the City of Pasadena has designated a specific address, physical and electronic, to receive request for public information. Your request will not be considered received unless it is sent to the proper address.

In your request, provide as much information as possible so the requested documents can be located, such as:

  1. PPD case number
  2. Names, Dates of Births, Driver's License Numbers and/or Social Security Numbers of parties involved
  3. Date/Location (Address) of the incident
  4. Type of Incident

Reports for Citizens

Citizens can obtain the following reports for a small fee:

  • Clearance letters: For passports, etc. obtained from Records Division window, 8 a.m. to 4 p.m. Monday through Friday, $3 per letter.
  • Verification letters: To show loss reported to police, obtained from Records Division window, 8 a.m. to 4 p.m. Monday through Friday, $3 per copy
  • Accident report copies: Obtained from Accident Records window, 8 a.m. to 4 p.m. Monday through Friday, $6 per copy.
  • Records Division window is closed for city holidays.

The Records Division has the primary responsibility of managing the retention of all criminal offense reports and traffic accident reports created by this department. Specific tasks related to this primary function include sorting, filing and internal dissemination of reports and related documents.

Monthly Reports

In addition, division personnel are responsible for computer data entry and dissemination of offense reports to other authorized agencies and to the public when appropriate. Statistical data concerning the functions of the division are compiled in a monthly activity report, which also contains year to date figures. Additionally, a monthly comparative summary report of traffic accidents is compiled and distributed by the Accident Records section.

Crime Data

The Records Division also maintains the responsibility of submitting a Monthly Uniform Crime Report to the Department of Public Safety. The Records Division is also responsible for the validation of the records that have been entered in the TCIC/NCIC database by our department.

The department’s primary terminal of the TLETS (Texas Laws Enforcement Telecommunications System) is operated by the Records Division on a 24-hour per day basis.
