For more information about the District’s Air Toxics program, see Air Toxics Overview.
The California Air Resources Board (CARB) has promulgated Airborne Toxic Control Measures (ATCMs) for several source categories. Each ATCM is codified under Titles 13 or 17 of the California Code of Regulations.
When the state adopts an ATCM, the District can either implement the state ATCM or adopt a local rule consistent with the ATCM. The following table shows the local rules the District has adopted for corresponding ATCMs.
RULE No. |
RULE TITLE |
STATE AIRBORNE TOXIC CONTROL MEASURE |
316 |
Storage and Transfer of Gasoline | Benzene Airborne Toxic Control Measure For Retail Service Stations |
335 |
Control of Hexavalent Chromium in Cooling Towers | Chromate Treated Cooling Towers |
340 |
Control of Dioxins from Medical Waste Incinerators | Dioxins Airborne Toxic Control Measure – Medical Waste Incinerators |
336 |
Control of Ethylene Oxide Emissions | Ethylene Oxide Airborne Toxic Control Measure for Sterilizers And Aerators |
The District has also elected to implement several state ATCMs directly without adopting a rule. The majority of the state ATCMs and federal NESHAPs (National Emission Standards for Hazardous Air Pollutants) are not adopted as a local District rule.
