User-Friendly Web App for Secure Document Handling

I require a professional web application or app that allows customers to register and log in to a website. The application should include the following features:
User Management:
Registration and login for customers.
Password reset functionality.
Dashboard for logged-in users.
Document Submission:
Secure upload of documents (e.g., PDFs, images).
Overview of uploaded documents in the user profile.
Form Filling:
Customers should be able to complete detailed, customizable forms directly on the platform.
Option to save and continue filling out forms in multiple steps.
PDF Generation:
Upon form submission, a PDF should be automatically generated.
The PDF should include all entered data in a structured format.
Both the administrator and the customer should receive the PDF via email or be able to download it from the user profile.
Admin Panel:
Overview of all registered customers and their activities.
Management and download of submitted forms and documents.
Ability to add new forms or document types.
Security Requirements:
Implementation in compliance with data protection regulations (GDPR compliance).
SSL encryption and secure storage of sensitive data.
Additional Requirements:
User-friendly design, optimized for both desktop and mobile devices.
Scalability to accommodate a growing number of users.
Integration of a notification system (e.g., email notifications for form submissions or document uploads).
The platform is intended for internal use, indirectly. It should only be accessible to existing clients. Currently, there will be 50 users, but this number could grow to up to 200 users. People who are not clients should not and must not register. This means that clients should receive an invitation to access the platform.
Clients should preferably be able to upload PDF documents. I am a tax consultant and accountant. I also prepare payrolls. This means that clients will provide me with their accounting and personnel documents.
All forms, including the information, will be provided by me. To simplify the process, I will create the forms using [login to view URL] and share them. I’m also happy to provide the login details so you can better understand the logic behind them.
Currently, I am using two different apps from other providers and would like to combine the functionalities of both applications into my own platform to offer it independently. 1. [login to view URL] und 2. [login to view URL]
