Azure Hosted Video Portal Development

I'm looking for an experienced web developer to build a small video portal website for me. The website should be hosted on Azure, using ASP.NET and React, and should allow me to upload 20 videos into Azure storage. It should use Azure Media Service to stream these videos, similar to YouTube.
