Inspections
MBARD regulates air contaminants from stationary sources. The Inspection Program of the Compliance Division routinely conducts inspections to ensure compliance with applicable federal, state and MBARD regulations. Source categories include auto body shops, oil and gas operations, power plants, agricultural products processing facilities, dry cleaners, ink and coating operations, manufacturing operations, and gasoline dispensing facilities (GDF’s). MBARD also regulates other activities which result in the emission of an air contaminant or which may cause a public nuisance.
The Compliance Division encourages companies to self-inspect their equipment on a routine and frequent basis to ensure that their operations are in compliance with their permit conditions. If a company discovers a problem with equipment, reporting the problem using the breakdown procedures can grant some relief from enforcement action.
The Compliance Division has field-based, inspection staff that conducts inspections of air pollution sources, verify compliance, investigate breakdowns, document violations, and respond to citizen complaints about air pollution and accidental releases of air contaminants. The inspection staff are responsible for all the permitted sources and inspection activity within the MBARD's jurisdiction. Routine inspections ensure emission reductions written into regulations are actually achieved. The enforcement program utilizes a cooperative working relationship with the regulated sources in conjunction with graduated levels of enforcement actions to maintain compliance with air quality regulations.
Self-Inspections
MBARD allows some emergency engine owners to conduct and submit self-inspections for the interim years when an air district inspection is not conducted. The following form can be used to conduct an annual emergency engine self-inspection.

INSPECTIONS
If your equipment's home district is within the Monterey, Santa Cruz, and San Benito counties you are required to contact the Compliance Division to arrange for an inspection within 45 days after the date of the initial issuance or renewal of a PERP registration.
NOTIFICATIONS
If a registered equipment unit will be at a location within the Monterey, Santa Cruz, and San Benito counties for more than 5 days notification to MBARD is required within 2 days of commencing operations.
