The solution is to examine the data, behaviors, and adoption rates in current initiatives to identify what is working and what isn’t. Talk to everyone involved and ask what changes they want to see. Ensure you have the organizational support and power to implement necessary changes. If not, readjust your goal to the level of support available. Achieving something measurable is better than aiming too high and achieving nothing. When you have a good case to show decision-makers, get their support for higher goals. Write a case study, show results, increase targets, get more people on board, implement a realigned strategy. Measure success, reflect, repeat.
