I'd contribute this: Ultimately you have to bring conflicts to the stakeholders using simple, business focused language. Sometimes PM's are so embroiled in the minutiae it's hard to express issues / priorities without using technical jargon, and this only adds to the problems of reaching consensus. You also have to ensure your stakeholders understand the principles of consensus itself - I generally use the following definition - "Reaching consensus doesn’t mean that everyone loves the decision. It means that everyone agrees to execute that plan. In the context of a project, it means everyone will support the plan – at least until new information, assumptions, or performance results justify making changes."
