As with most topics, it depends. It depends upon the type of project. For an elementary school, visible, understandable rain barrels become an education tool, perhaps tied to drip irrrigation systems for student-managed gardens. It depends upon the frequency and volume of rain and the demand for rainwater. Underground storage may be justified if the retained water can be routinelly used for larger scale irrigation. Green roofs are great but more often than not are "value managed" out of projects. Smart controls are becoming "no-brainers" - digital timers and auto rain gauges are easy to integrate into large and small systems.

Apart from these, we need to collect & utilise the water from the air conditioner as well as the RO based water purifier. Rain happens only a few days in the whole year. RO purifier & Air Conditioners(8 months) are working almost through out the year in the tropical countries. Rain water can be stored and utilised. we can also use the same to recharge the ground water through the percolation pit. The old age process of building wells in household is way better than installing borewell pumps. This process can recharge ground water and help our cities to survive.

The tips in this article are good but generic and specific cases or examples have not been discussed. Furthermore with the current chemical composition of rainwater due to pollutants in the air, this collected water may sometimes need some level of treatment whether it is settling, or chemical treatment or combination. It's not just green roofs but roofs at angles that optimise the collection of rainwater. Moreover the key thing that has been overlooked is local laws an example is the UK where rainwater is the property of the monarch and you are not allowed to collect it.
