The only way I have done any project with high quality and within budget is start with a good budget. The budget needs to be set with the help of a qualified contractor or cost estimating firm with expertise in the specific project type. After that it is simple management practices qualified bidders, good bid scopes, and a realistic schedule.

A failure to estimate one of those categories well will render a budget either fat or thin. The only way to balancing quality and budget in Civil Engineering is get finalized the drawings and specifications as early as possible to finalize budget of project as per quality standards from experts budget team, as well as to maintain the balance of Quality and Budget we need to do effective planning. Only Planning driven projects will complete on time and with quality, but now a days lot of projects are not completed due to lack of effective planning, All department coordination should be involved in Plannings process to Complete the project instead of target some department. To complete each project we need all departments support like architect, Estimation, budget, Contracts, Purchase, Site Team, Account, Sales, Marketing, Admin,etc
