2. Section 29(1) to (3), (5) and (6) (new method of instituting proceedings) and section 30 (further provision about the new method) of the 2003 Act come into force on 1st January 2011 but only for the purposes of—
(a)criminal proceedings instituted by a police force or a person authorised by a police force to institute proceedings in a magistrates’ court sitting in Gloucestershire or Essex; and
(b)criminal proceedings instituted by a public prosecutor within the meaning of section 29(5)(e) of the 2003 Act (a Secretary of State or a person authorised by one) who is a person authorised to do so on behalf of the Vehicle and Operator Services Agency.
