Biography

Cecilia was appointed Chief Executive of the Parole Board in October 2024.

She has significant public service experience having worked in central government for over 25 years in a range of operational delivery, corporate services and policy development roles. Most recently, she was Secretary to the Undercover Policing Inquiry, a statutory public inquiry which operates under similar arrangements to an Arms-Length Body. She has also worked as Director of Public Protection in the Home Office and Secretary to the Al-Sweady Public Inquiry sponsored by the Ministry of Defence, as well as in a number of other senior roles across policing, security and criminal justice portfolios.

During these roles, she has led central government directorates, developed and implemented government policy and legislation, delivered high profile programmes and projects, run corporate services and worked closely with Ministers.
