Fixes an annoying error where the cmake build step fails when jsl is missing in the Tofino back end. We can just vendor or pull this dependency automatically instead of expecting the user to install jsl. This is particularly useful in Ubuntu 24.04 scenarios where setting up Python dependencies has become much harder.
