Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.96.4 (user setup)
• OS Version: Windows_NT x64 10.0.22631

Steps to Reproduce:

1. when i use my mobile's wifi,the extension store show the "XHR error",but when i restart my computer,it show me "fail to fetch ". I can use the extension store in my mobile's wifi a weeks ago ,but when i get home it can't use,how to fix?
2. by the way ,i can use the extension store in my home's wifi,it can't use in my mobile's wifi
