Describe the feature you are proposing

Have IPFS cluster check a /ipns/ resource periodically (configurable) and ensure the resulting IPFS resource is pinned across the cluster.

This is different from ipns-pubsub as this can include many other ipns types, and is simple polling, not requiring any other internal logic from the ipfs daemon.
