Use the lamson bounce algorithm to detect if an inbound email is a bounce email and don't send a reply to avoid backscatter.

Also potentially we should add a plugin (or something) where the user can enter a list of "no reply" email addresses that, when email is received from them, result in an issue being created but no reply message is sent (at any point)
