related to #681 and US-CBP/GTAS#2025

Is your feature request related to a problem? Please describe.
When an administrator attempts to create a user but there is an error returned is generic

Describe the solution you'd like
A clear and concise description of the problem on the server that stopped user creation.

Describe alternatives you've considered
Leaving as is and adding additional documentation
