Ensure NumPy is enabled as it is used by SlicerDMRI modules.

See use of numpy in the following files:

  • DMRIModuleTemplates/Tractography_Scripted/TemplateKey.py
  • DMRIModuleTemplates/DWI_Scripted/TemplateKey.py
  • Modules/CLI/ExtractDWIShells/ExtractDWIShells.py
  • Modules/Scripted/TractographyDownsample/TractographyDownsample.py
  • Modules/Scripted/FiberBundleToLabelMap/FiberBundleToLabelMap.py
  • Modules/Scripted/TractographyExportPLY/TractographyExportPLY.py

👍 This means tests do not exist or are not running/working: are these #178 supposed to be running?

PR #191 probably explains whey they are not running. Once that one gets merged, this one will need to be rebased on master so that the fix can be tested.
