Thanks for your problem statement, we have couple of options here, since you have the excel we can create google forms and connect to the google sheets and have the data, thereby anyone can view or add or handle the same. In case you feel that a database tables needs to be created again the same can be created in mysql and through a connector we can connect to the forms and database and handle the same. In case you wish to have only the database structure of the college handling faculties, research paper, visits etc., then a schema can be developed and shared to you. But still i suppose you need a front end ui for look and feel. The other question that comes here is the cost, are you willing to host and take care or are you willing to avail the free services provided in internet and thereby save the cost. In case you are looking out for a complete web development with a backend db and the same can be done. Please let us know the expectation so we can take it forward on it..
