Hola, soy un freelance con más de 10 años en gestión de infraestructura Web. El error es debido a una limitación en el número de conexiones de MySQL. Si dispone de un hosting compartido seguramente este valor será establecido por el proveedor de hosting limitando el uso de recursos. Habría que analizar si le permiten subir el número de conexiones o necesita migrar a un hosting de mayor capacidad. Un saludo.
