I am looking for someone to either:

The task which requires a solution is to scrape the followers of one user (100,000 usernames) and construct a tweetshot where a single message can be sent from one Twitter Account (provided) to the username list in multiples of 10 every fifteen minutes or more to avoid attracting attention.
