I need assistance setting up our SharePoint Online Document Library. The task involves configuring permissions for two groups based on metadata attributes of each document.

Key Requirements:

- Set permissions for two groups to view or not view documents based on metadata.

- Metadata types include Document type, Department, and Confidentiality level.

- The primary metadata determining viewing permissions is the User Type.

User Access:

- The Document Library will cater to both internal employees and external partners.

Metadata Definition:

- The library owner will manually define the metadata for each document.
