I would like a specific LISP routine created for AutoCAD v.2016

I have a short video that explains specifics of what I would like the routine to do - please see attached.
I need this to do exactly as I described.

I have 5-10 of these routines that I would like created after this one (if I can find somebody to successfully to this!)
