Freight Quotation System ER Diagram

I am looking for someone who has experience in creating a detailed ER diagram for the following:
It's a freight quotation system.
The system has 3 types of users, admin, clients and customers. Clients are owners of customers.
Admin, client, and customers can all create quotes independently.
Clients will need to connect frieght carriers to get quotes for themselves and their customers.
1. Basic ltl quoting with all carriers
2. auto save every quote with quote number
3. book shipments and auto dispatch to carrier
4. create bol and pallet label for every shipment
5. search shipments with bol number, carrier, pro number, destination, shipper, consignee etc
6. pull tracking for every shipment and update status as it’s updated on carriers site
7. have invoices pull into Tms from carrier once available
8. have the ability to change a status on the admin end of a shipment and add a tracking number if needed (if it does not come over from carrier for some reason or if it driver uses a new tracking number)
9. customer ability to login and book shipments
10. have the ability to create customer mark ups on our end for any customer
11. calendar grid showing all shipments with current status as well as the ability to only show a specific status on the calendar like mycarrier Tms has
12. have the ability on admin side to quote a shipment with selecting a customer or without selecting a customer.
13. if a customer is selected it should be moved into customers “account” so customer can pull it up on there end and book on there end if they want or we can book it on our end
14. have the ability to add in customer costs to any shipment we book
15. match up our quoted cost to actual cost and have a place to review those and select to add to customers cost (must show why it changed on customers invoice) or be able to not pass it on to customer and still charge them original cost. (Or have the ability to dispute it this part I am not exactly sure how it will work)
16. need to get an insurance carrier like loadsure connected in to be able to offer insurance for all shipments (like my carrier has)
17. automatically create invoice when shipment is marked as delivered and sent pod (proof of delivery) to customer (will need to wait for carrier to put invoice on site to ensure no discrepancy)
18. reporting showing what customers quoted shipments and to see what they did or did not book (helps us see where are pricing is good or not good as well as which customers are actually trying Us)
19. reporting showing all shipments with options to do with specific date range or last month, 30 days, 60 days, this year etc. showing all special services use for each of those shipments
20. have a way for customers to quote without having a login with having a block from bots and being able to add in a generic mark up.
21. system must have a freight class calculator
22. must be able to quote ltl and vltl as seen in my carrier
23. create bol custom with logos on it
24. allow me to assign a customer to a sales rep. And allow me to see their total profits for each customer assigned to them
25. need to be able to rent the system to other companies. So we need to be able to have them add their carrier logins so they can get their own quotes.
