I create custom CMS's all the time without using a PHP framework, however I sometimes do use a HTML framework for the admin panel because it is really nice looking, easy to use and add to. I do not need to use a HTML framework if you do not wish me to, i only use one to save time and not because i need to use one. The reason i will take 10 days for is because it will be built properly and gives us time to test and fix any features that may need testing/fixing. I generally use PHP OOP when and where needed, I can use a lot more functions then OOP sometimes but that depends on what i am coding. I am just trying to say that OOP programming is not always required and it isn't good practice to use OOP just for the sake of using it. Kind regards
