I need a mobile app developer and Doodle expert

I need someone who knows how to do animation story voiceover and video (I do NOT need putting up pics of sunrisesports) I need someone who can do a video animation moving doodly a story with a voice over. I need some one who can create1-2min story animation video and voice over. In need of a mobile application. I already have a website. I can provide design in Photoshop, but need the programing/coding done. It's a sporting app where -teams register (so need to be able to pay) -players submit age/grade verification to become approved to play -tournament administration, scheduling, brackets, etc.
