I have experience with cURL using PHP, I would be able to create a script that will run through each of the given council URLs find the applications/planning page input each keyword one by one and output the data to a CSV/XLSX. I had a look on Basildon's website and it shouldn't be an issue at all if they are somewhat similar if not I'm sure I can come up with a solution that will figure it out!
