ArcGIS Overlay Map Creation

I'm looking for an expert in ArcGIS who can create an overlay map for me. The project involves using data from a spreadsheet and an existing, publicly available municipal map.

The spreadsheet contains GIS Location IDs that correspond to specific geographic coordinates. I need these locations marked on the map.

Key Requirements:

- Use of Publicly Available Municipal Maps

- Spreadsheet data overlay

- GIS Location ID mapping

Further specifications include highlighting property boundaries and zoning areas on the municipal maps.

The ideal freelancer for this project should have:

- Extensive experience with ArcGIS

- A strong understanding of municipal maps

- Proficiency in data visualization

- Attention to detail to ensure accurate mapping of properties and zoning areas.

The attached spreadsheet includes all parcels over 20,000 sf, the potential target of the Affordable Housing Overlay.

The GIS ID column is an identifier used on town GIS maps, and I believe by the state.

What we would like to be highlighted on our map are these parcels, with color coded according to the next column, Category (Mixed use, Residential, etc).
