Really, I do not think you need a developer for this task. You can easily manage this task by backend of nopCommerce. Still, if you are facing any issues then share me the details of your admin backend. I will have to check that is there any hack from your previous developer or not which is hindering you to manage this from backend.

First I want to establish you from my experience what you can do:
Here we need to open menu as Configuration >> Currency >> Add new or edit a particular currency. When we are in form after add or edit the currency then we can see here a field "Limited to stores". we can insert stores name those we need to support for that currency.
Same things can be done with Country. For doing it open the menu as Configuration >> Countries >> Add new or edit a particular country.
When we are in form after add or edit the country then we can see here a field "Limited to stores". we can insert stores name those we need to support for that country.
