I have done a similar project for one my my companies where I had to create the Authenticator application. It was integrated with a similar identity provider, tech stack was Ruby on Rails with multi-tenancy being handled by the Apartment gem. In the authenticator application, we were handling authentication of users and also showing all the applications (with tenant specific access for multi-tenant ones).
