Build a Dating Website (Marketplace system, Styled like Bumble)

We want to make the website that helps people to meet up but it is like a marketplace.
Users can sell and buy their dating opportunity each other.
the website should have the functions such as
-Registration with Telephone number verification
-ID Document verification with ekyc.
-Sell/Buy
-Google Maps API utilization
-Message
-Monthly payment subscription using Stripe API, Paypal API.
and so on, the details are noted in the bottom of the website within "devnote" element.

we would like to have someone who is very good at Design coding as well.
