Marketing Website to Virginia and Washington DC USA

Need you to market my website to the state of Virginia and Washington DC in the USA. Will start with targeting Norfolk and Richmond Virginia and the Washington DC area-all have Craigslist sites. The site you will market is www.easyestimate.com. Looking at all options but must see measurable results. If results are good we will continue to new locations and you will be paid for marketing to these new locations. Service seekers and service providers must be actual people. I will contact some of them just to make sure. Current members of the site are extremely happy with the site. I've done some advertising in local newspapers with good results but I need more traction. If you suggest email marketing I need you to send emails and use your list of home owners in Virginia and Washington DC. Looking at you doing something small to show me the results and then we grow from there based on those results.
