Interspire Order number error in Store Settings

I have had a problem for some time with store settings in interspire. I get the following error message "Unforunately the number you have selected for the starting order number is too low. Your highest order number is currently 0. The lowest you can set your starting order number to is 1." I have deleted all orders from phpmyadmin but still get the same message. I have tried replacing the database in SQL and the config file but I still get exactly the same message. This stops customers ordering from my store. Please let me know if you have fixed this error before as it is not a simple as I first thought. You might have to replace files to get it to work.
