Marketing Website to USA, Virginia

Need you to market my website to the state of Virginia in the USA. Looking at all options but must see measurable results. Would like email marketing to home owners. I do not have an email list for the state of Virginia. Your list that you use must be a clean list and not have a high undeliverable rate. I will need to be able to monitor the email campaign and see results. We will start with email of 1,500 and based on the results of those 1,500 I will pay for more. I would like to target certain cities in Virginia also, Norfolk, Virginia Beach, Hampton. I’m open to other forms of marketing to Virginia users like Craigslist, and Facebook. In your bid please explain how you will market my site and get results in the State of Virginia.
