Google ads enhanced conversion tracking is only possible for Purchase event. Cause when the enhance conversion tracking is concerned we have to send first party user data: first name, last name, city, country, zip, email, phone no etc.
So it can only be available in the data layer when someone completes the purchase. And you have mentioned about "add to cart" and "page view event" that might be because of the trigger.
