Windows Batch File for Text File Splitting

I'm looking for a Windows batch file solution that can split a large text file, approximately 900K lines, into smaller text files of 30K lines each. Each of these smaller files should retain the headers from the source file. Additionally, the solution should automatically submit all the created files to a designated FTP location.
Key requirements:
- The solution should be created using built-in Windows batch commands, rather than third-party software.
- There is no need for error logging or notifications during the batch process.
Ideal skills for this project include:
- Proficiency in writing Windows batch files.
- Experience with file handling and FTP in a Windows environment.
I have an FTP location and credentials ready. Files should retain the original filename with a numeric suffix (e.g., [login to view URL], [login to view URL]).
Will supply example of full source file file. The header in the source file is a single line. Keep the local copies of the files after submission for record-keeping. The batch file should create a final smaller file if the lines are not a multiple of 30K. The batch file should submit the new files to the FTP location immediately after they are created. Handle only plain text files in the process.
