PHP Script Writing: Linking a Database to a Website

We are establishing a company that will be into training and certification through face-to-face tuition and distance learning. We have just created a database that we wish to link to our website so that members of the public can verify the authenticity of certificates awarded by us. We would have want the system to be able to issue certificates automatically in PDF format. The website is under development and at an advanced stage.
