Please don't hire this freelancer even if he wants to work for free. I gave this project well within time and on his guarantee that he is an expert and he can handle professional report. I called on his cellphone too and he told me that he always follow the deadlines. I told him that I have a meeting scheduled on 17th April and I need this document to be presented in the meeting. I trusted him and didn't took any update from him regarding the task as he said that he will give me the full report on 17th April and I can trust him. I gave him a "requirements" file in which everything was written about what I need. He prepared a file which had nothing of what was asked in initial requirements file. He then asked me for advance payments before he can do what was initially asked in the requirements file still attached with the project description. I have all the chats and upon dispute, freelancer.com awarded me my milestone back as he was not even returning the money. I lost my time and my respect with my team members because of him and I had to reschedule my meeting. He commits like he is a master but infact he knows nothing. Before awarding him, make sure that you ask questions from him regarding if he has properly read the description. Never release advance milestones as this freelancer asks for advance payments before work
