Good Link Exchanger Is Needed

I want someone to exchange my links with other sites. Basically, I want different IPs to be linking to my site. I can take links from blogroll or from inner pages. Requirements Site must look reasonable. Not A one page site that has more than 90 links on the homepage and the site would have 3 resource pages with 50 links in them The page I would get my link should not have more than 60 links.
