Electrical Engineer Needed for DC Residential Upgrade

I'm seeking a qualified electrical engineer to assist with replacing electrical panels and meters in a multi-family residential building in Washington, DC. Scope of Work: This project involves a 10-story, 96-unit condominium building that was built in 1965 and is located in the northwest section of Washington, DC. Approximately 80% of the residential units still have the Pushmatic/Bulldog electrical panels that are original to the building. They also have the original electric meters, located outside each unit. Due to the age and unreliability of the Pushmatic breakers, the HOA would like to upgrade to new electrical panels. The meters are also unreliable and should be changed at the same time. There is also a concern about the main 125 amp, A phase circuit breaker for the elevator lights, HVAC common area and hot water circulating pumps. It had an arcing issue and notes have been found that it was repaired back in 1997. An opinion on whether it should be replaced is needed. Requirements: - Expert knowledge and experience with both National Electrical Code (NEC) and local Washington, DC codes is essential. - Proven track record in updating electrical systems in multi-family residential buildings.
