I am looking for a talented individual to develop a lightweight PoC mobile game for Android (with potential future expansion to iOS and Telegram Mini-Apps). The game involves a sailing boat navigating dynamic sea streams, where players must strategically use natural forces to reach their chosen destination.
Players control the boat through intuitive tap-based inputs, managing direction, and anchoring to navigate effectively. The PoC will demonstrate polished functionality, and visual appeal, creating a foundation for future levels and platform extensions.
I expect the developer to propose suitable technologies and frameworks for a lightweight and performant solution. Deliverables include source code, all assets, and documentation.

Since I have experience with developers posting LLM-generated responses/questions, I request you, instead of posting the introductory text, answer the following questions in deep technical detail showing that you understand the document, and that you have the required qualification to deliver the PoC:
1. What technology stack would you use for the server side? Explain your choice and how it affects the requirements, e.g. latency. Remember that latency is important in this game.
2. What exact approach would you take to implement the logic described in the UML sequence chart in code from the angle of architecture, threading, and latency? Please be specific. What design patterns? What principles?
3. How do you implement the design elements to match the original game (Saily Seas)? Please be specific. Why would your approach lead to a close match?
4. Please break up the scope into the three stages as described in the Q&A and estimate each of them in terms of time and money given the fixed project budget. I am targeting 4 weeks in total, so please estimate if this is feasible for you.
